Valuing property in Malta is less about square metres than about what a buyer can see, where they can park and what they can legally do with the space. Understanding the drivers helps owners price correctly and buyers recognise good value.
Three kinds of “value”
| Who produces it | What it is for | |
|---|---|---|
| Market appraisal | An experienced estate agent | Setting the asking price, based on what buyers are paying now |
| Bank or formal valuation | A licensed real estate professional | Mortgage lending, court cases, inheritances |
| Market value for tax | Declared on the deed; can be assessed by the tax authorities | Property transfer tax and duty |
What drives value in Malta
Location and micro-location. The difference between a front-line apartment and one two streets back can be dramatic. Within a town, value follows the promenade, the marina and quiet, well-kept streets.
Views. Open sea, harbour or country views — especially if they are protected from future development — command the biggest premium. Buyers will ask what could be built in front of you.
Outdoor space. Terraces, roof rights, gardens and pools are scarce in Malta’s dense towns and valued accordingly.
Parking. A garage or parking space in Sliema, St Julian’s or Valletta is a significant part of the value.
Permits and title. A property whose every part is covered by a Planning Authority permit, with a clean title, sells faster and for more. Unpermitted additions are discounted — or put off buyers entirely.
Status. Property in a Special Designated Area can be bought and let by anyone without restriction, which supports its value with international buyers. Homes above the MPRP or GRP thresholds appeal to residency buyers.
Condition and character. Finishes, natural light, energy performance and — for older homes — preserved original features like stone arches, patterned tiles and timber balconies.
Why value matters for tax
When you sell, the property transfer tax is calculated on the transfer value: the higher of the agreed price and the market value. When you inherit, duty is calculated on the market value at the date of death. A realistic valuation protects you in both cases.
