The Malta Permanent Residence Programme (MPRP) grants permanent residence to non-EU, non-EEA and non-Swiss nationals and their families who meet its financial, property and due-diligence requirements. It is administered by the Residency Malta Agency. It is a residence programme — not citizenship.

Why families choose the MPRP

  • Permanent residence in an EU member state for the main applicant and qualifying family.
  • Visa-free travel in the Schengen Area under the 90/180-day rule.
  • No minimum stay requirement.
  • A stable legal framework and thorough due diligence that gives the status credibility.
  • Access to Malta’s education and healthcare and an English-speaking environment.

The costs

Item Amount
Administrative fee (non-refundable) €60,000
Government contribution €37,000
Donation to a registered Maltese NGO €2,000
Each adult dependant other than the spouse €7,500
Residence card (per person, five-year card) €500

These are the government payments listed in the programme’s legal framework. Professional fees for the licensed agent, lawyers and due diligence are additional.

The property requirement

You must either:

  • buy a residential property worth at least €375,000, or
  • rent one for at least €14,000 a year,

in Malta or Gozo. The qualifying property must be retained for at least five years; after that you must continue to hold a residential property in Malta. A purchased property may be let temporarily under the programme rules. Our residency-eligible properties start at the qualifying level, and we check eligibility with your agent before you commit.

The capital requirement

You must show capital assets of either:

  • at least €500,000, of which €150,000 in financial assets; or
  • at least €650,000, of which €75,000 in financial assets.

Who can be included

The main applicant’s spouse, children and — where dependent — parents and grandparents, subject to the programme’s criteria.

The process

  1. Appoint a licensed agent, who prepares and submits your application to the Residency Malta Agency.
  2. Due diligence — the Agency checks your background, source of wealth and supporting documents.
  3. Approval — once approved, you complete the property purchase or lease and make the remaining payments and donation.
  4. Residence cards — biometrics are taken and cards issued for each family member.

Timelines depend on due diligence and on how quickly the property step is completed; your agent will give you a current estimate.

How we help

We work alongside your licensed agent on the property step: identifying homes above the threshold, in SDAs where you may want flexibility to let, or historic and garden homes where you want to live.
