MPRP vs GRP — which is right for you?

The two programmes our international clients ask about most solve different problems. The MPRP is about permanence; the GRP is about tax. Here is how to choose.

Key facts

MPRP gives
Permanent residence
GRP gives
Special tax status (15%)
MPRP property
Buy €375k / rent €14k
GRP property
Buy €275k (€220k) / rent €9.6k (€8.75k)
MPRP government cost
€99,000 + dependants
GRP minimum tax
€15,000 a year

Both programmes are open to non-EU nationals, and both require a qualifying home in Malta. But they answer different questions:

  • The MPRP answers: how can my family have a permanent, secure right to live in Europe?
  • The GRP answers: how will my foreign income be taxed if I make Malta my home?

How to decide

Choose the MPRP if:

  • permanence and security for your family are the priority;
  • you want the right to reside regardless of how your tax position changes;
  • you are happy with a larger one-off cost in exchange for a long-term status.

Choose the GRP if:

  • you will remit substantial foreign income to Malta each year;
  • you want predictable taxation at 15%;
  • you prefer lower entry costs and property thresholds, including in the South and Gozo.

The property decision is the same decision

For many families the best answer is to choose the home first — the neighbourhood, the school run, the view — and then check which programme it qualifies for. A €450,000 apartment in Sliema qualifies for both; a €240,000 farmhouse in Gozo qualifies for the GRP but not the MPRP. Talk to our international desk — in English, 中文 or Tiếng Việt.
