Malta’s utility system is simple once you know it: one company, ARMS Ltd, bills both electricity and water on a single account per property, on behalf of Enemalta (electricity) and the Water Services Corporation (water).
The two forms that matter
| Form | What it does | When |
|---|---|---|
| Form F | Changes the account holder — puts the account in your name | When you buy, or when you rent and the lease says you take the account |
| Form H | Registers the number of residents at the address | As soon as you move in — and whenever the household changes |
Registering residents matters because residential tariffs apply to your ordinary home and depend on the number of people registered there. Without it, you may be billed at a higher rate. ARMS can be reached free on 8007 2222.
If you are buying
Your notary and agent will remind you, but the usual sequence is:
- Read the meters on the day of the deed and photograph them.
- Submit Form F with your ID and a copy of the deed.
- Submit Form H to register your household.
- Check your first bill carefully.
A new connection — for example a newly built property — uses a separate ARMS application for new electricity and water services.
If you are renting
Your lease should say who holds the account. If the landlord keeps it and recharges you, ask that you and your family are registered as residents on Form H so the residential tariff applies. Keep copies of every bill.
Gas
Many Maltese kitchens use bottled gas cylinders, delivered by local distributors or collected from nearby outlets. Check the connection and the cylinder valve on move-in day, and keep ventilation clear.
Internet, TV and mobile
Malta has several telecoms providers offering fibre, TV and mobile bundles. Availability and speeds vary street by street, so ask your agent or landlord what is installed in the building before you order.
Keeping bills down
- Choose inverter air conditioning and keep filters clean.
- Close shutters in the afternoon heat and open windows in the evening breeze.
- Consider solar water heating or photovoltaic panels if you own your roof.
- Check the Energy Performance Certificate when you buy or rent — it tells you how efficient the home is.
The move-in checklist puts these tasks in order for your first week.
